A source within the federal government has informed the Friday Fax that the White House is quietly moving forward with a policy change that will require charitable humanitarian groups to accept LGBT applicants in order to qualify for government funding, even those religious groups that might have religious objections.

The policy change is linked to an executive order President Obama issued last July that prohibits federal contractors from discriminatory hiring practices based on sexual orientation and gender identity. Faith-based groups were already wrestling with that order.

Things are about to get exponentially worse for faith-based groups who perform humanitarian tasks and receive not contracts but financial grants for doing so.

Though the executive order last summer was specifically related to federal procurement and contracts, it did not touch grant recipients that substantially outnumber contract recipients.

However, the White House has recently directed federal agencies to include the “sexual orientation and gender identity” clause in all grant agreements. The US Agency for International Development (USAID) has agreed to make this change and is said to be weeks away from implementation.

The source added that federal agencies are being pressured to make this change without a subsequent executive order and that the State Department legal office has advised the White House that this is not a legal matter but a matter of policy.

The implication of this change would be devastating to those most in need if charitable organizations have to end programs in the poorest regions around the globe if they no longer are eligible for government grants.

One defense left to faith-based groups would be a claim under the Religious Freedom Restoration Act. But the problem with that is it would be the grant recipient who would have to make the claim and take the government to court. This would be a long and costly proposition and success would be far from certain.

The White House has been under pressure from Democratic Congressman Bobby Scott and others to remove the religious exemption altogether from the Johnson-era executive order that President Obama amended last summer to include gays.

The Friday Fax was informed that some federal agencies are hesitant to make the change but because of pressure coming from the White House are reluctant to say no.

This change is just the latest of a series of religious liberty challenges directed at charitable organizations by the Obama administration.

Last December — on Christmas Eve — the Obama administration posted notice that charitable organizations that work with refugee children entering the United States must include sexual and reproductive health services that could include contraception and abortion.

Last July, President Obama’s executive order prohibiting federal contractors from discriminating in the hiring of persons identifying as lesbian, gays, bisexuals and transgender – did not exempt religious organizations. At the time of the announcement two Bishop-Chairmen with the US Catholic Bishop’s conference immediately rebuked the order stating it was “unprecedented and extreme and should be opposed.”

    CRS (Catholic Relief Services),
    Catholic Charities,
    and CCHD (Catholic Campaign for Human Development) –
    will continue to VIOLATE (as they have regarding abortion and contraception)

        You are right. CRS VIOLATES the Faith and therefore is heretical by nature and design.

        Therefore no Diocese Bishop should collect funds for any of the groups that violate the Faith which includes the CRS, Catholic Charities, or CCHD.

          Yet almost no one calls Notre Shame insider and CRS President Carolyn Woo to task on this. Seems like the bishops and the powers that be absolutely love her. Either people simply don’t bother to inform themselves or they simply do not care what she does.

      • Dave N., are you willing to name names. These individuals need to be exposed. Faithful Catholics I know are falling for the endless CRS slick advertisements and presentations at Catholic events funded in part by our tax dollars.

    In 2015 Hillary Clinton declared that “religious beliefs” that condemn “reproductive rights,” “have to be changed.”
    Obama and Hillary are on the same page.

    The charities promoted in Parishes through the USCCB and any Diocese
    must STOP applying for and taking Federal GRANTS – approx. $63 Million per year annually.

    Let the government do their own evil work.
    Catholics and people of good will should do the best they can with the resources given to them by God – not by the Federal Government.

      David, you are correct. If we are doing God’s work we don’t need funds from a evil and corrupt government. I, for the life of me, cannot understand how our Bishops can’t grasp that. As the new Bishop of Spokane said:” Compassion always, Compromise never.”

  6. Obama has steadily chipped away at the legal protections for Bible-believing Christian groups. The Obama regime ordered that religious groups and private employers provide health insurance for their employees that included abortions and contraception. Now it requires that institutions accept LGBT job applicants if they want to receive federal funding. What’s next? The only way Christian institutions can avoid being forced to accept the onerous restrictions that violate Christian beliefs is to refuse to accept any and all federal money, even though we have been taxed to pay for it. That means that colleges and universites that want their students to be able qualify for student loans will have to accept LGBT faculty members and LGBT…

      Christendom College in VA and a few others have already stopped taking any form of Grants from the Federal Government.

      We never should have allowed anything “Catholic” to become dependent upon the secular Government for anything.

In the 1960’s, Toyota had a slogan: ‘You asked for it, you got it !” Well, the Catholic Church, other Christian churches asked for it, and they got it, and it being the destruction of Catholic and Christian morality. The United States was built upon Christian principles, but once morality is destroyed, civilization quickly crumbles.     The churches are all too worldly! They have all rejected God, for worship of “the world, the flesh, and the Devil,”– and egoism, worldly popularity, self-comfort, and self-centeredness! When was the last time a Pope or prelate got down on his knees, for many long days, made a painful oblation or fast– asking God, “what do YOU want me to do?” And then, to await His answer, and strictly abide by it, no matter how hard the answer from God might be! Our Church leaders are so DUMB, when it comes to growth and practice of their own FAITH!! They say Mass, and read Sacred Scripture daily– for nothing!!

    What would Christ have to say, in this situation?? Would it be perhaps– to always hire anybody fit for a job, never discriminate — but have moral requirements, for everyone?? The problem here, is: LACK OF RECOGNITION OF PROPER JUDEO-CHRISTIAN MORALS, which our Nation was founded upon– and which we owe, daily– to our Creator, God!! Our Nation has SINNED!! She needs to ATONE FOR SIN, and RETURN TO GOD!! Otherwise– God, in His Divine Justice– will sadly have to punish her; she will collapse!!

    I once had a job, at a military hospital. I and other Catholics went to daily Mass, at the chapel. The priests who were Chaplains, were very friendly, and made daily rounds, getting as many as possible to come to Mass, and religious devotions. They got into your life, too, as responsible, dedicated pre-Vatican II priests did– but also had a talent for it, unlike some priests! ( However– this era was right after the Council.) Anyway– two gay soldiers were caught having an affair, and were about to face horrible penalties! The priests tried to help them. The answer, of course?? Accept the military’s rules, accept Christian morality– and no more “baloney!” Period! Don’t “baby” yourself! GROW UP!!

Accept the realities of life, accept Judeo-Christian morality, and responsibility to God, to home and family, and to our country, and live out your life, in the best way you can— SERVING GOD, FAMILY, AND COUNTRY!! Accept Christian Morals! Accept the painful CROSSES you must bear! They will make you a better person, and mature you, in service to God, and mankind!! No CROSS? No CROWN!! And no Heaven, either!

    If the government, in fact, requires religious non-profits to violate its religious beliefs in order to get government grants to do charity work, then religious organizations will have no choice but to stop applying for the grants or accepting any that are offered. That may, however, not be good for the recipients of those services. They will lose out on help to resettle in this country, they will lose out on help to find an apartment for their family, loss of ESL help, immigration services, job training, etc. I wonder if the government has thought of the unintended consequences of their mandates.     How could you think otherwise of SAINT John Paul !!
    He prostrated himself before the Blessed Sacrament for 5 hours each day.
    I wouldn’t knock that by suggesting it isn’t enough.
    The old adage:
    ” Be careful the person you criticize isn’t holier than yourself – as your contempt reflects back on God.”
    And look at the saint of all Pope saints we have now
    ( but unfortunately not for loog ,I fear) in Pope Francis.
    He will surprise many with his wise tactics at the coming Synod- which, we should know, has no power to change any Catholic teaching.

The tango Mass, the antipathy toward the Latin Mass and declining Mass attendance and loss of vocations whilst in Argentina: replacing orthodox priests and bishops with pro-gay clergy and all the other rather inexplicable behavior is just a ruse to lull the conniving heterodox into revealing their nefarious plot against Church teaching. What a relief! We can rest easy now, knowing all will be set right after the global warming encyclical, the cozy chats with Castro and obama, and the synod all get sorted out and enacted. Phew. He really had some of us going for a minute!

This would also explain his complete silence on the recent vote in once-Catholic Ireland for the legalization of people of the same sex to ‘marry’ one another…he is simply playing his cards close to his chest. Very likely it will all come out in the wash that he thought it very naughty of the Irish to allow such a thing but then, aren’t we called to stop judging others?

      To Michael McCrory– Many Popes have been too worldly, playing “political games,” seeking false worldly acceptance, avoiding deeper religious teaching and practice! Many have been just like St. Peter, who denied Our Lord three times! (And some were like Judas Iscariot!) I believe the greatest and truest Saints, left the world completely, for Christ– and in giving their ALL to Him, received ALL from Him! No “modernism,” no “humanism,” no “personal philosophies,” no excuses! Pope St. John Paul II was good, but not the greatest, of the Saints! Still, I do admire him! Bless you, for your Faith!

  17. There can be no compromise between dissent and legitimate authority. Francis knows this but has deliberately thrown open the doors for these dissenters to lay it all out. He wants to see just how bad things really are before he ( or whoever takes up the baton after him) LOWERS THE BOOM on these dissenters. Thst’s how much confidence I have in this Pope.       I have never in all my life, heard the word “pastoral” used, apart from “catechesis,” or “teaching the faith!!” How in the world can you separate the two? A dangerous mistake! Yet many Church leaders of Vatican II, seek to do this! God is Love, His Divine Son, Christ, is Love– but Love cannot be reduced to a silly human feeling! The soul who abides in Christ’s holy Love, is also obedient to His teachings– otherwise, he/she is not with Christ, at all, but with a false “god” (maybe even the Devil!!) Pope Francis preaches a false religion! Too bad! Yet, the true Faith will always endure, regardless!
